Human Security Dialogue Forum: Unconstitutional Regime Changes: The Resurgence of Coups in Africa

Hosted by the African Human Security Initiative Secretariat, ISS Addis Ababa and the Hanns Seidel Foundation

Africa has recently experienced a return to more severe and potentially explosive unconstitutional regime changes. Whilst this problem has its roots in both the failure to manage the democratic transitions since decolonization and the quality of governance the region has experienced, constitutional manipulations, electoral fraud and the military coups are all phenomena that merit scrutiny in order to prevent power alternation models that escalate into full scale violent conflicts.

This Human Security Dialogue Forum will debate on these issues and will draw on cases from Madagascar, Mauritania, Guinea as well as from other countries where constitutions have been tempered with to allow current incumbents to stay on in power. Emphasis will be on the governance models that led to this scenario in these countries. The intention will be to come up with recommendations for regional bodies to prevent such machinations by would be rogue regimes. Guest presenters will be drawn from experts who follow trends in the regions where such problems have been rampant.
